What to Know About Florida Homeownership

Insurance & Flood Zones

Homeowners insurance costs tend to be higher in Florida than in much of the country. Flood-insurance requirements and costs, in particular, are property-specific: they can depend on the property's current FEMA flood designation, whether the building sits in a Special Flood Hazard Area, lender requirements, and the specific insurance carrier and policy. Some financed properties located in FEMA-designated Special Flood Hazard Areas may be subject to mandatory flood-insurance requirements, and lenders may require coverage in other circumstances as well. Rather than assuming coverage based on location alone, buyers should verify the current flood information for the specific property and obtain property-specific guidance from a qualified insurance professional and, where financing, their lender.

Florida Homestead, Save Our Homes & Portability

Florida has no state income tax, which appeals to many relocating buyers. On the property side, three related but separate concepts are worth understanding.

Florida Homestead Exemption. A homeowner who establishes an eligible Florida property as a permanent residence may qualify for a homestead exemption that can reduce the property's taxable value. Eligibility and the applicable exemption are determined under Florida law and by the county property appraiser.

Save Our Homes Assessment Limitation. Save Our Homes is separate from the homestead exemption itself. After a property qualifies for homestead treatment, Save Our Homes limits certain annual increases in the property's assessed value. The annual limitation is based on the lower of 3% or the applicable change in the Consumer Price Index under Florida law.

This limitation applies to assessed value and does not guarantee that a homeowner's total property-tax bill can increase only by the same percentage.

Portability. Some Florida homeowners moving from one qualifying Florida homestead to another may be eligible to transfer, or “port,” part of their Save Our Homes assessment difference to the new homestead. Eligibility, filing requirements, and deadlines should be verified with the appropriate county property appraiser.

Property-tax rules are property-specific and can change. Buyers should verify current information with the Florida Department of Revenue and the property appraiser for the county where the property is located.
